CONSTITUTION for the INTERNATIONAL SIBLING SOCIETY



PREAMBLE


We, the members of the INTERNATIONAL SIBLING SOCIETY, hereby associate ourselves to bring together various stakeholders in the field and practice of policy and development in order to build a more resilient society.


ARTICLE I.  NAME


The name of this organization shall be the INTERNATIONAL SIBLING SOCIETY.


ARTICLE II.  MEMBERSHIP


Section 1. The membership of this organization shall be open to all people in all countries on planet Earth.


Section 2. A quorum of membership for voting purposes shall be reached when one-third (1/3) of the regular members are present, or when 1/3 of the regular members, whether present or not, cast informed votes.


Section 3. Only members in good standing may vote.


ARTICLE III.  OFFICERS AND DUTIES

The officers of the organization shall be: The President, the Vice President, the Treasurer, the Secretariat, the University Liaison, the Securities Representative, the Political Representative, the Economics Representative, the Cultural Representative, and the Conventions Representative.


The duties shall be:


Section 1. The duties of the President shall be to preside at all meetings of the organization, to enforce the constitution, to decide questions of order, to appoint committee heads, be ex-officio member of all committees, to attend all special meetings, to exercise all executive authority of the organization, and to perform other duties as may be required to effect these responsibilities.


Section 2. The duties of the Vice President shall be to exercise the duties of the President in his/her absence (or in case of his/her disability), be ex-officio member of all committees, and to perform other duties as may be required to give effect these responsibilities.


Section 3. The duties of the Treasurer shall be to collect dues, keep books, and make expenditures and to render regular reports upon request.  He/she shall also act at the direction of the President.


Section 4. The duties of the Secretariat shall be to keep records of the meetings, to maintain the membership roster, to take role, to handle correspondence, and to act at the direction of the President.


Section 5. The duties of the University Liaison shall be to maintain communication between Academia and the Organization, and to act at the direction of the President.


Section 6. The duties of the Securities Representative shall be to maintain communication between the Securities Team and the Organization, and to act at the direction of the President.


Section 7. The duties of the Political Representative shall be to maintain communication between the Political Team and the Organization, and to act at the direction of the President.


Section 8. The duties of the Economics Representative shall be to maintain communication between the Economics Team and the Organization, and to act at the direction of the President.


Section 9. The duties of the Cultural Representative shall be to maintain communication between the Cultural Team and the Organization, and to act at the direction of the President.


Section 10. The duties of the Conventions Representative shall be to inform members of the Organization about academic conferences of benefit, and to act at the direction of the President.


Section 11. The duties of the Parliamentarian shall be to monitor the Organization’s compliance with rules and procedures set forth in the Constitution, and to act at the direction of the President.


ARTICLE IV. ELECTION OF OFFICERS


Elections shall be held every four years. Voting shall be by secret ballot; a plurality vote shall constitute the choice. 


Section 1 The term of office shall be four years and commence at the beginning of the fall term and end upon the election at the beginning of the subsequent fall term.


Section 2. Nominations shall take place during the Summer term immediately preceding the Fall term election.


Section 3. Votes shall be counted by the adviser.


Section 4. Installation of new officers shall take place upon the tally of the votes from the election.


ARTICLE V.  QUALIFICATIONS OF OFFICERS


Section 1. Members who have regularly attended meetings and paid their dues will be in good standing.  A member will be deemed to have regularly attended meetings if (s)he attends more meetings than (s)he misses.


Section 2. Officers must be members in good standing. 


ARTICLE VI.  EXECUTIVE COMMITTEE


The Organization shall be advised by an Executive Committee. The duties of the members of the advisory board shall be to consult in forum and advise the organization on all matters deemed necessary by the Executive Committee at large.


ARTICLE VII. MEETINGS AND DUES


Section 1. Meetings shall be held regularly at a time to be specified by the organization at the opening meeting of each year.


Section 2. Membership dues shall be established by the membership.


ARTICLE VIII.  ROBERTS RULE OF ORDER


Roberts Rules of Order shall be used as a guide by the presiding officer in all situations not covered by provisions of the constitution.


ARTICLE IX. AMENDMENTS


Amendments to this constitution shall be submitted to the President in writing for submission, at his/her discretion, for the members to vote.  A plurality vote shall suffice for adoption thereof, subject to final approval by the Executive Committee.


(Note:  The basic framework of any organization, requirement for membership, etc., may be altered only by approval of the Executive Committee.  The proposed amendment (2) must be submitted in triplicate, with signatures of officers and members appended).
